COL RAYMOND P. LACEY

Colonel Raymond P. Lacey was commissioned a Second Lieutenant in the Field Artillery upon graduation from Georgia Military College on a ROTC Scholarship in 1982.  His first assignment was with the New York Army National Guard, 1st Battalion, 187th Field Artillery, where he served as a Fire Support Team Leader (FIST), Battery Fire Direction Officer (FDO), and Battery Executive Officer.

In 1987, he entered active duty at Fort Polk, Louisiana, where he served with the 5th Battalion, 1st Field Artillery, as a FIST Chief, Battalion FDO, and Battery Executive Officer.  He completed the Armor Officer Advance Course in June 1990.  He was then assigned to the 25th Infantry Division (L) where he served with the 1st Battalion, 8th Field Artillery, as the Aviation Brigade FSO, C Battery Commander, and as a Field Artillery Intelligence Officer in the 25th Division (L), G-3 Current Operations Section.

In 1993, he was assigned to the United States Military Academy at West Point where he completed a master’s degree in counseling and leader development from Long Island University and then served as the Company C-4 Tactical Officer and Executive Officer to the Brigade Tactical Officer.  From 1997 to 2000, he was assigned to III Corps Artillery, Fort Sill, Oklahoma, as a Current Operations Officer in G-3.  He subsequently served as the Executive Officer for the 1st Battalion, 17th Field Artillery and as the 75th Field Artillery Brigade S-3.

COL Lacey then attended the Naval Command and Staff College, graduating in 2001.  Following graduation, he served with the 1st Brigade, 78th Division (Training Support) as an Observer Controller.   In January 2003, he assumed command of Headquarters Battalion, III Corps at Fort Hood, Texas, deploying to Iraq in support of OIF 2 from January 2004 through February 2005.

He returned to West Point in July of 2005 to serve as Regimental Tactical Officer of the First Regiment of the United States Corps of Cadets. He attended the U.S. Army War College, Carlisle Barracks, Pennsylvania, graduating in 2007.  He then served as the Corps Fire Support Coordinator (FSCOORD) with 1st Corps, Fort Lewis, Washington.

In 2008, he was assigned to the Fires Center of Excellence at Fort Sill, Oklahoma, as a Special Assistant to the Commanding General, Fires Center of Excellence.  He took command of the U.S. Army Garrison Fort Sill in May 2009.

He holds a Bachelor of Arts in Business Administration from Bernard Baruch College, City University of New York; a Masters of Science in Counseling and Leader Development from Long Island University; a Masters of Science in Strategic Studies and National Decision Making from the Naval Command and Staff College; and a Masters of Arts in Strategic Studies from the U.S. Army War College, Carlisle Barracks, Pennsylvania.  His awards and decorations include the Bronze Star Medal, the Meritorious Service Medal with Silver Oak Leaf Cluster, the Army Commendation Medal with four Oak Leaf Clusters, the Army Achievement Medal with two Oak Leaf Clusters, the Humanitarian Service Medal, the Global War on Terrorism Expeditionary and Service Medal, the Basic Airborne Badge, and the Air Assault Badge.

The Lawton Board of Education created this ex-officio position in 1999 to provide representation for Fort Sill’s military families. The post’s commanding general appoints this position annually.
